In Hong Kong, a drug-smuggling gang is determined to import one last huge shipment so they can make their fortune before the takeover of the colony by the Chinese communists. A detective and his squad are determined to stop them, but whenever they can persuade a witness to testify against the crime-ring's bosses, the witness winds up dead.
