Poorly executed attempt to make a film out of what could have been a mediocre TV show or miniseries with (maybe) 6-8 episodes. It seems to be trying to address too many issues with too many characters for a viewer to get to know or be invested in within the quick snippets there are of each. It hops and jumps between each of them and seems to almost have the placements of ad breaks built in too.
Possible Spoilers, if you're thinking of watching.
The many and varied storylines and character tropes include (though not exclusively); an undercover cop who becomes a crystal meth user, a cop turned vigilante who happens to be a victim of rape, a unfairly underused actor playing 'the black cop', a white supremacist small town sheriff, and a domestic terrorist sniper.
Oh, and to top it all off Seagal predictibly gets the final line, which was some kind of sudo-wisdom.
If I could give it less than half a star I would.
