Chan's latest star vehicle didn't need to be anything more than a good work of propaganda, but it's not even compelling on those terms.
The movie might've flown as a larky fantasy-adventure whatsit if it possessed any self-aware wit.
"Vanguard" is... in line with [the] brand of amiable action mayhem Chan pioneered in 1980s vehicles like "Police Story" and "Project A," only not as good.
Vanguard may attract the ultra-bored and/or stir crazy and devoted Chan fans, but those expecting to see the blazing acrobatics of his earlier work will be intensely disappointed.
For the most part, this film has the disadvantages of Chinese action films, without the advantages. That is, it overdoes the action and it's short on character, without attaining the manic, wild heights of Hong Kong cinema of the 1980s and early '90s.
